I actually agree with this. Where I work many years ago, we had a job requirement that someone have a college degree. We were able to get the company to remove the requirement so we could hire one of our interns for a full time position. He was able to get the internship because he came from a program that we had worked with in the past for interns but not a full time position. I'm very proud to say that he's working as a senior networking engineer now. But he likely never would have gotten that opportunity if we didn't get that exception to hire him to an entry level full time job.
Happens all the time. I worked with a guy that had no degree but had EXTENSIVE electrical background thanks to the military. He struggled to find work because someone in HR was looking for degrees and looking for multiple years of experience working on something that had only existed for 18 months. HR does great, sometimes they need help. Ideally this makes government more efficient, I hope.
