I think 13 per team makes sense, since that's the active roster size.

Min roster size. 15 max. Could split the difference and go 14.
Edit:
Actually what would be cool is 15, then the 15th guy can be a vote split 4 ways. Take the 4 highest votes players and do a one weekend “final vote” like the MLB does.

I still would put forth my rather, what I think, is a cool idea.
For a few years the NBA did a 3v3 round robin tournament. What if they took 16 players per conference. Create 8 4-man teams. Half court 3v3 tournament Big3 style with 4 point shots, 2 10-minute halves, 1 TO per half. 4 pools to play 3 games within, then a 4 team tournament. Get a little more competitive, none of the lazy let the other team have a fast break, two games going on at the same time. In the future make the all-star break longer. Play the pool play games Friday, Saturday is the skills competitions, Sunday is the tournament.
Or with 15 guys per squad require at least 5 minutes per half from every player.
