What about the medical portion of workmen compensation insurance would that be included or a separate risk pool like it is now. A 30k medical "allowance (claim not closed)" that rolls over a premium year raise rates about about $30,000 two years out. There are lots of workmen comp claims that don't happen at work.
If this area wasn't such a steady source of income for trial lawyers it would be a no brainer in my mind, the employer pays a higher percentage premium based on risk and eliminates all the medical portion of workmens comp.

Essentially the law assumes that the woman will continue the pregnancy to term. It makes punishment based off something that might happen in the future not necessarily what the fetus is at the moment.
The bulk of income currently exempt from SS and Medicare tax is going to people who wouldn't be getting social security or Medicare, various gov't employees. No matter, obviously if we were to do something like this, there would be changes.....including resolving the issue of where funds come from for those not on a group plan. Employees of group plans already pay extra to cover their dependents.
