    well not exactly rushing to open up is the city.. the governor always says the science dictates when places would be opened up and the science dictates it is just about nyc time...

    They were waiting for the availability of hospital beds to hit the 30% threshold for general beds and ICU beds before going into phase 1 and then it's 14 days between phases(at least that's what it has been thus far and that was what they decided on) the two weeks was to see if there was a delayed spike before going into the next phase.

    Not sure what's hard to understand from your perspective.
