Pick will be the 19th, but despite playing "positionless", the Bucks have always had a PG on the court and at least one more ball handler. There are times in which the Bucks have four ball handlers on the court and always start the game with three on Bledsoe, Middleton and Giannis.
In any case, with the 19th pick it's impossible to draft a guard which will have potential higher than DDV's and given that we have Bledsoe and Hill we only need a young PG who still has upside left to back them up. Mason looks perfect and cheap for the supportive role required out of him and the Bucks don't have many empty roster spots to fill for next season.
Therefore the pick should be other than a guard and the selection should be made having in mind a future starter next to the DDV, Middleton, Giannis trio of players. I believe we shouldn't spend the pick for a big either, because we can obtain a young big with future potential out of the free agency market.

A lot will depend on what happens in the playoffs. If the Bucks get to the Finals or not. If Bledsoe sh*** the bed again or not. Hill is old and has no bearing whether you draft a guard.
The draft is about talent regardless of position. Frank Mason shouldn't have any bearing on what the Bucks do in the draft.
Bender just turned 22 and can indeed develop to a starter until Rolo expires, if we don't get a young big out of the free agency market, I think Pokusevski would be the ideal pick for the Bucks because he has the upside to play in multiple positions and the size to handle center.
Yes, a lot will depend on how we do on the playoffs this season, but all this has nothing to do with Mason, we already need a buck up guard and he comes at the correct price for the few cases we will need him.
