Multiple times? The only proposal I've seen is that the ADA handle medical staffing. Precisely how would that work? What staff to patient ratios would you use? How would you handle the difference in compensation between levels of licensed nurses? How many CNAs would you have per nurse in hospitals? What would you use for "low census" criteria in hospitals?
