Why Do You Think It Is

That when the Teams that have the best records usually have their losses come to a below 500 Team?

Because they overlook their opponents so they assume it's an automatic win?

I think teams try to save energy for when they play a top team again. And sometimes they have to big of a let down. And when you are one of the best you always think playing a bad team will be easy. But the struggling team has nothing to loose. They know they are not going to make the playoffs so when they beat a team like the Lakers, or Celtics it is the highlight of the season.

Let down games? They underestimate opponent? They don't get jacked up to play an average team but the average team gets jacked up to play an elite team?

I would say that it's because sub-par teams are still full of NBA talent, and on any given night they can just click and hit their shots.
Plus, the best teams have to contend with the best effort from every team on every night, so the loss can just be chalked up to whenever the Celts or Lakers have an off-night.

Because they know they won't play them in the playoffs and feel that they can just dress up and win the game. Bulls in 96 lost 5 out of their 10 games to teams that were 42-40 and below.

Those teams look foward to playing top teams, Winning teams look foward to playing in the playoffs.

That's what I think. They think it'll be easy so they don't come out as hard as they should.

The Cavs beat scrub teams and lose to elite teams. Unfortunately, they don't fit your definition.
