What teams can offer big bucks?

It seems like this is turning out to be a big free agency market this year. With that in mind, I was wondering, what teams are under the cap and can offer big contracts?

Looks like the Clips are going to make a hard run at Baron. Imagine if they sign him, and they are able to get Brand back as well somehow..

The Bulls if they don't resign Deng or Gordon.

Memphis has 17 million to spend
Golden State has 28 million (Ellis/Biedrins/maybe Baron David re-sign)
LA Clippers has 29 million (Brand could resign)
Philadelphia has 24 million (Iguodala resign/Williams resign; Around 11 million after)
Washington had 17 million (Jamison resigned; Arenas resigned; Will be over the cap)
Atlanta has 8 million (Going to resign Childress/Smith; Will be over the cap)
New Jersey has 8 million (Probably going to resign Krstic; Around 5 million after)
Charlotte has 13 million (Going to resign Okafor; Around the cap)
Chicago has 10 million (Probably going to resign Deng/Gordon; Most likely will be over the cap)

    Correction:

76ers are going to offer around 12m/year for Josh Smith. Atlanta can't match that and the 76ers will get em'

Geez, lots of teams have a lot of money to offer... seems like this may turn out to be a very interesting offseason.
