Its not semantics. The action of withdrawal actually has to happen, irrespective of whether you or Special like to pretend it was all Trump's doing. As for your question, I agree with Valade 100%. If the Taliban takes the action they did while Trump is in office, we're still there indefinitely and there's zero reason to believe they wouldn't have.
