Causing pain and punishing the person for doing something they don’t like is the goal. It’s always been the goal. You look at how elected Republicans responded to the doctor who performed the abortion for that 10 year old girl. Did they say “wow I hated that decision but she did the right thing”? Or did they say “hey I bet we can prosecute her so that no one will ever assist a 10 year old get an abortion after a rape”?

All gender reassignment surgies? Yes from what I've read. The genitals are mutilated, rearranged, reshaped and/or partially removed. All of which fall under the catagory of genital mutilation.

But I didn't say anything about gender reassignment surgery.

Genital mutilation is for non medical reasons.

Having a mental health need for reassignment seems to fit within medical reasons , no?

Then no. All surgeries are not mutilation. I've had 3 of them over the last calendar year and I can say for certain that I was not mutilated. However, with sex reassignment surgery, yes it is absolutely genital mutilation.
