Hadji isn’t a name, it’s a honorific to those who have completed the hajj to Mecca. It is also a widely used slur by US Soldiers to describe Middle Easterners.
So the answer is; it depends on the context.
Is Fredo used as a slur against Italians? My understanding is it’s used to describe someone who is inept like the character in the film.
There was a character in Johnny Quest back in the 60's named Hadji, so he thinks he's found some gotcha.
Of course, he was an south Indian, not Middle Eastern, and he wore a turban, which would make him Sikh and not Muslim, but you know, the names are the same and that's all he needs to know.
