My grandmom use to get the readers digest in the 80s-90s.

I said you're naive because we already know of and have seen this tactic used by numerous groups, including law enforcement. The tactic is to create chaos so as to create animosity towards the protestors.

It could be any number of groups, especially if dealing with black protestors. Theres a lot of people who do not want them to have a voice or be treated just.
