Yes they are but no more than anyone else. And by that I mean, it is possible to run into anyone of any race on any given day in any given city that doesn't like you for what color you are. Black people experience, White people experience it, Asian and Hispanics experience it.

. They are saying more in terms of the inequality black people face in this country. They are not saying that everyone doesn’t believe Black Lives Matter. In fact, the easiest way for them to tell if someone believes Black Lives Matter is for someone to say Black Lives Matter.
Finally: are you against BLM?
You equated taking down statues with legalizing murder. They may both be the same logical fallacies but that's all they have in common.
For instance, If you had to guess which was more plausible, taking down Lincolns statue or legalizing murder, which do you think is more likely to happen?

As for your question, well murder can be justified if it’s in self defense (though it no longer becomes murder), and murder of specific people has been legalized (or allowed) in many countries the past 100 years. I’d say they’re both fairly unlikely.
In fact, if you want to bring up the idea of likeliness, then you should hopefully agree taking down statues of confederate generals leading to the taking down of statues of Lincoln is VERY unlikely and it was a bad point to bring up given its unlikeliness.
I wouldn’t get angry if someone said all Lives Matter I’d it wasn’t a rebuttal to talking about Black Lives Matter, but I’ve literally never heard that. The only time someone brings up All Lives Matter is in response to Black Lives Matter, so I believe it’s disingenuous.
