there can be wrong on both sides.

in your example, if a son punched the father and the father then punched the son, nobody should say the son dindu nuffin.

the officer was clearly more wrong, but the other person had their own actions.

I didn't really speculate, I asked multiple questions.

what was the officer originally trying to do?
remove the person's hat/scarf/whatever?
why was the person resisting that?

what should have happened?
the officer should have expressed that he was removing something for the photo?
the officer should have done nothing and the mugshot taken wearing the hat/scarf?

sorry for wanting answers.

Except you want an answer that justifies the cops behavior. This is what you do. Start off by saying “cop was wrong” then over the course of the conversation you end up at “cop was right”.
