I perhaps mistyped. Donald Trump has chosen not to implement a policy because he believes that Joe Biden should be implementing the policy. That's what he said during the town hall.

The concept that the President no matter who it is has culpability. Has the current President accepted any blame? Did the previous President not spend 8 years blaming the President before him?
