this could be related to many different things, like response to natural disaster, response to civil unrest. if the buck stops with Trump for what happens with situations like this as President, then the same thing should be the case with other Presidents. racial unrest is not new with Trump as President, there was protesting and rioting when Obama was President. is anyone going to say Obama was mostly to blame for that? doubtful.
So what is your issue here? Are you looking for numbers? Like this issue is 45% Trump's fault, that one is 56% Trump's fault? I'm not sure where you're going. In many/most of the instances when someone says the buck stops here, they're simply meaning...of all the people who should bear fault in this situation, that person bears more than anyone else.
