Because it was afraid that the public would misinterpret the information released. The FDA, who was involved in the lawsuit, did not want the data withheld for 50 years. They said it would take that much time for their FOIA office to process the request, given the size of their office, the number of pages involved, etc. Even that doesn't mean that there would be nothing for 50 years and then it would all be released, but just that it would be releases, month after month, until all of it was out. Just like is happening now, but on a different time frame.
