What are those pastors in the Bible Belt doing? Using fear to get congregations into the seats and dying.
Fear is a tool. It can be used for a positive or negative result. I believe that scaring us and rightfully so because we don't know how bad this could have gotten, was the right thing to do.

Where he did succeed was in honesty and his language. His actions were slow. But remember Mush, NYC is the center o the world's economy, so shutting it down is a bigger deal than shutting down Florida beaches.
The death toll was high because they got overwhelmed and because NYC has a high density of poor people and elderly.
