I don't think that's a horrible comment hen seen in context
I read it as, the states need to exhaust their supplies before the fed jump in and when they do ask for help, they need to be accurate. It isn't just, "hey mom give me twenty bucks please. It's "Mom. I need to get lunch and a haircut and by two notebooks for school. I think twenty should cover all of that and I will give you the change"
I don't have an issue with that.
