No, that article does not. You are confused on what the term excess deaths mean. You seem to think it means deaths we may be over reporting, but in the article excess deaths actually mean:
Excess deaths measure the difference between observed number of deaths and expected number of deaths. GlobalData calculates that there have been approximately 47,000 to 52,000 excess deaths since February 2, 2020. The causes of these excess deaths may include additional unreported COVID-19 cases.
Essentially, they look at the annual deaths in the US at this time and then look at the number of deaths we had in the US (excluding officially determined covid deaths) and found we had a higher amount of deaths this year than in previous years yet those deaths were not attributed to Covid. They are saying some of those excess deaths are likely covid related and just not determined as such due to lack of testing, etc.
