Congressional assignments that aren't actual bribes by the party leaders
All of this is doable and almost all of this is unknown by the typical voter. Once understood, i think most voters would be all for it.
Problem is that if all this was done, one side would have to lose power…but they should have enugh brains to see that politics is cyclical and the worm would turn and their party would come back. We wouyld all benefit in the end.
