Article 1, Section 8 of the Constitution along with Amendments 9 & 10 would seem to indicate that the power to coin money was always intended to be given to the federal government. I suppose that there could be an incredibly weak argument for saying that the Constitution didn't bar the people from coining money in Section 10, but given that the 9th and 10th Amendments refer to rights not granted to the federal government are reserved for the states or the people, I think that argument would fail since Section 8 does grant the power to the federal government.
