Trades:
All trades will be sent to warfelg (http://forums.prosportsdaily.com/member.php?36839-warfelg) and by a GM of all teams involved. The trade must be responded to that every team in the trade agrees to the terms.
If a trade is deemed unfair by the unnamed trade committee then we can veto the trade by a majority vote.
When writing up a trade please do it in this format:
Team 1 gets:
Player A (Insert Salary # and Roster Bonus if there is one)
Team 1 give:
Player B (Insert Cap Minus Signing Bonus for that year)
Cap Before: (Amount of cap before the trade happened)
Cap After:
Team 2 gets:
Player B (Insert Salary # and Roster Bonus if there is one)
Team 2 give:
Player A (Insert Cap Minus Signing Bonus for that year)
Cap Before: (Amount of cap before the trade happened)
Cap After:
All trades involving draft picks must have the round and pick number or it will be rejected. This rule will be strictly enforced. The trade committee is not a nanny, it is not our job to sort out picks and salaries for you.

Free Agency:
1. All contracts are for one season. Bidder can specify deals in the contract if they want like Base Salary (BS), Signing Bonus (SB), Roster Bonus (RB) but if they don’t, I’ll assume that the money is guaranteed fully.
2. There will be no limit on how many offers you can retract but keep in mind that if you retract an offer and then re-offer a contract to the player there is a VERY good chance you will not be in the running for the player. I will try and give a player update right away saying if the player is fine with the bid or not. Again, it's very unlikely. The player will do in his best interest.
3. You are not allowed to have offers totaling more than your salary cap. Example: If you have 10 mil in cap space you cannot offer 3 free agents each 8 mil deals. That would total 24 mil and put you over 14 mil. Even if you feel one of the players will not sign, you must retract your offer.
4. If you trade a newly signed player, first consult the player to ask if accepts the trade. Some newly signed free agents will be ok with this. Some may not if they signed with your team due to specific reasons. This may also effect your ability to lock in free agents.
5. Free agents do not respond well to insults of other teams bidding. There will be multiple factors taken into account when signing free agents beyond money and team talent.
6. After there have been a decent amount of bids, I’ll try to give an update on the FA player after a couple of days. If there is only one bid the player could sign within 3-5 days. Don't pester players to sign. Some players like to take their time, some think there is a better marked for them than what is being offered.
7. You cannot restructure a free agents contract after you have signed them. The contract you gave them is what they get.
8. Also please specify which team you are in your first post to the player. I know what team most of you are on but it still helps.
9. You can not edit your posts. If you do, you can only edit the description not the amount.
10. After a players bid goes to 35M there will be a PM bid. The opening bid must be less than this amount (example: Opening bid cannot be $35,000,001; but it can be $34,999,999) In this case all teams that are interested in bidding for this player will have one day to get their PMs into me. As soon as 24 hours have passed no more PMs will be accepted for that player. One PM per team. If a trade occurs that changes your cap room and has not been approved before the 24 hour notice, it will be acceptable to assume the trade will be approved and necessary adjustment to your bid will be accepted. However, if no trade was made and two PMs by the same team has been sent to me I will be accepting the 1st PM that I receive. (Please don't abuse that rule)
11. Veteran Minimum Salary Benefit Rule
When qualified, a player with four (4) or more years of NFL experience can earn his total minimum salary, but have a cap figure that reflects two years of experience – or in 2017, $630,000. The contract must be for only one year, and must not contain combined bonus money (signing, roster, workout) that exceeds $90,000.
For instance, let’s pretend Frank Gore signs with the Miami Dolphins in 2018 on a 1 year, minimum salary contract. With 10+ years of experience, he’ll be slotted for a $1,015,000 base salary. With four or more years of experience (11), and a 1 year contract, Gore qualifies for the veteran cap hit benefit. His 2018 cap figure with the Dolphins would be $630,000.
Had he received a bonus (signing, roster, workout) up to the maximum $90,000, he would have received a total $1.105M contract, with a $1M base salary, an $90,000 signing bonus, and a cap figure of $720,000 (630+90).
With plenty of veterans being released, or not signed back thus far in 2018, the use of the Minimum Salary Benefit Rule becomes useful both for older players looking for jobs, and teams looking to minimize their cap dollars.

We will have a normal 2 round draft. After that we'll go to a bidding system.
In the first round each team has 2 hours.
In the 2nd round each team has 1 hour.
If you have back to back picks your time slot will count as one pick. Your time slot is given next to your teams pick. The time is in EST. If the team before you has picked you do not have to wait for your time slot. However, you are allowed until the end of that time slot, even if you log off.
After your time is up your team will be skipped. You can send your pick to me or any other GM to make your pick on time.
The clock will be on pause from 1 am EST - 8 am EST. If someone is supposed to be on in this time, you cannot skip them until 10 am EST the following day.

Rules
Salary Cap:
You MUST keep track of your salary cap. Predetermined individuals will have control over the salaries in google docs. My suggest is for you to download that file and keep track of it. We want to keep this game as fair and fun as possible.
You cannot go over the cap at any time. If you do it will be handled accordingly.
Some teams will be starting over the cap. That means they must cut salary (via cuts and trades) to below cap max before they are allowed to

Accepting Team Options
If you want to cut a player your team will be saving their base salary (BS) and their roster or other bonus (RB). The signing bonus (SB) stays with the team.
Trading players isn’t much different, the team receiving a player has to account for that players BS and RB. The team trading the player has to account for the SB just as if they were cutting him.
A player’s cap is how much that player is costing you, which means BS + SB + RB = player cap for that year.
I realize some of you aren’t that great at math so if you have any questions you can ask Super or any other GM. Google docs will be the official salaries. The Google docs will have built in formulas for tracking salaries, and are easy to use. If you keep it on there it will be simple to know where you stand at all times.
You'll need 51-53 players on your roster by the end of the mock.
The Salary Cap is set at 190M.
Restructuring Contracts:
Each team is limited to the amount of players that they can restructure. Each team may approach 3 players and ask them to restructure a contract. One restructure offer is allowed at a time.
To restructure a players contract you must post in the restructure thread with the previous salary, SB, and RB, and the proposed salary, SB, and RB and reasoning why the player should take a pay cut. I will respond to each reply.
Once a team reaches 3 offers to players, additional offers can be appealed for to the commissioner via PM AFTER all 3 restructures have been used. This will be done on a case by case basis. One extra restructure max.
You cannot restructure a free agents contract after you have signed them. The contract you gave them is what they get.
Players on rookie contracts cannot have their salaries restructured as per league rules.

DO NOT at any point PM the player agent about signing a free agent. This is considered tampering and will result in fines and/or loss of draft picks
Trades:
All trades will be sent to Wrench - Super. - Warfelg
If a trade is deemed unfair by the TC, then it will be veto'd. The teams will be notified and can attempt to redo the trade. Let me say with 100% certainty that we as the TC are not out to get you. If we veto a trade that means there is good ****ing reason that we veto'd the trade. Do not ***** moan and carry on about it.
Trading of cash is not allowed.

Draft:
The draft will be two rounds. The rest of the draft will be a bidding system.
For the bidding format you will bid your draft pick. After two days of being open the thread will close and the person with the highest draft pick bid will sign the player for minimum.
Salaries in rounds 1 and 2 are noted in the NFL Mock Google Drive Folder -
In round 1 and 2 I will give each team a time slot.
Relationship to Real-Life:
All retirements that happen in real-life happen in here too. So, plan according if you have a player that is possible considering retirement. If a player retires after clubhouses lock, he will be considered active for the game.
All arrests that happen in real-life happen in here too.
Any injuries that might occur over the time of the mock happens in here too. If a player on your roster has a potential career ending injury, you may try to appeal his cap hit. There are no guarantees, but there is a chance the hit could be appealed.
End of the Offseason:
At the end of the offseason we’ll have our usual voting system where GMs will vote on every team excluding their own. Top 12 teams will be in the playoffs with the top 4 seeds getting byes. All playoff voting will happen in the NFL main forum. Only your roster will be posted with base formations.

Holdouts
Players can and will holdout from playing. These are the 5 reasons for which a player will hold out.
1.) Player thinks he deserves a bigger contract, holds out unless GM gives it to him or talks him out of it
2.) Player plays 2 positions over the course of the year. Gets franchise tagged for the position that pays the least. Player holds out unless traded or paid the amount for the higher paying franchise tag
3.) Player receives an insulting low restructure offer. Holds out until cut or traded
4.) Player promised a starting position and the minutes that being a starter entails. Holds out when another is promised his position or minutes until the situation is rectified.
5. Team signs a player that threatens that players starting position and the starter is upset about it.
To deal with a holdout, a GM must respond in the Holdouts thread. A GM can do a few things to rectify a player holding out. They can talk a player out of it. Offer the player a new contract, or trade the player. Offering a holdout a new contract does not count as a restructure offer.

Clubhouse Rules
You are expected to keep clubhouses up to date.
At bare minimum you must keep your current salary obligations updated at all times. GMs will have 4 hours to update their rosters after trades or cutting players. If you cannot meet the deadline, please PM me.
There will be clubhouse checks randomly (both announced and unannounced) throughout the mock, any team that isn't within spec, your team will suffer a fine

Roster Bonus
New Rules (as of 2016) for the Roster Bonus
On March 1st at 12:01AM EST all roster bonus will be guaranteed. Before they're treated like salary for purposes of cutting, trading, and restructuring. Afterwards roster bonus's will be treated like signing bonuses and eaten when the player is cut or traded.

As of 2017 Teams will be selected via a draft. There will be 28 picks. The 4 teams that are not drafted will have any players that are still under contract enter the draft. Any UFA, RFAs, and ERFAs will become free agents. However, at the Commissioners discretion the following players will instead enter free agency if their teams are not selected

That automoderation stuff is a pure buzzkill lol. Can't that be shut off? I shared an image link once, nope, can't post this "this post doesn't appear to make sense." Then I just said yowassup "this does not make sense" i get it's a lazy crap post and I didn't hit space but do we really need those messages deleted before there posted when there's so few ppl gonna be in it? It's just random spam protection, I feel like we don't need it. I didn't care at first but it seems like it happens a lot to me now.

Franchise Tags are EXCLUSIVE and players cannot be signed in free agency
Transition Tags are NON Exclusive and players can be signed if the signing team forfeits a 1st and 2nd round pick. Tending team can match the contract. If the Contract is not matched and the signing team has multiple picks in the 1st/2nd the team losing the player will get the BETTER of the picks (IE 1st overall or 20th overall, they get the 1st).

My take would be set a max (idk, 50 million for argument's sake which is around what Brees went for last year if I recall), and anyone who wants to meet that max can make a one PM pitch. Commish decides from there.

Both went to blind bidding as soon as FA opened.
We kinda fixed it by doing Brees for a day and then Cousins after but people who where in on them lost out on some of the other big time FAs.
If we have that issue again I say do that again but don't allow anyone to sign till these QBs sign.

I have a plan in place, I won't say what it is unless we hit what it takes. I want to let team picking, trades, tags happen before I say what's going to happen so I don't impact those 3 aspects.
Basically if we hit the situation, I'm going to post the rules for whats going to happen at that point.

To add on the the Bell thing:
There is a holdout thread where players may announce stuff like that. It’s part of the risk of tagging or lying to a player or asking them to take too big of a restructure. A player from any team that feels mistreated could hold out, demand a trade, or ask for more money.
Yes there are some situations where a player has said something publicly and it’s most likely to follow that. There may be a surprise holdout or two that little has been hinted at publicly.
It’s the inherent risk of running a franchise.

24 hours teams will have a chance to enter exclusive talks with 2 of their own FA's (this is new and an increase from the past).
In this time you and only you will be able to talk to your players offering a new contract. In this time players will respond. Like real FA, some players are more open than others to return, some won't be. This would allow you to either sign a player earlier and keep him from FA or get a leg up by starting negotiations and setting the starting price.

We have never once in this game had a situation like Brees where a player contractually could not be tagged. I think that absolutely warrants clarification before people commit to teams. Anyone who takes the Saints, especially with the influx of new players this year, should know that they do not have Brees. He is a free agent and pitching typically plays very little role in this game.
As far as Bell goes, it's more possible that we've had a similar situation in game, but I can't recall one where a player said IRL that he would not play under the tag and then someone tagged him in game. The closest I can recall is Weddle with me two years ago, and well, how did that decision end up looking in hindsight?
And with Cousins, again, I don't remember if we've ever taken past tags into account, so worth clarification.
I just want clarification. That's all. Whatever the rule is, it should be stated as clearly as possible before people pick their teams. I'm fine with some ambiguity on Bell's part because there's more ambiguity IRL, but with Cousins and Brees, I think the specifics should be laid out beforehand because the way things have typically worked in this game obviously are not always applicable to real life. Transparency is not a bad thing.

We've always done that if there's something that's announced IRL before the game ends it goes in the game.
The Brees one it's in his contract.
The Cousins situation has happened before. It's in the rules.
As far as the Bell situation:
He said he may hold out or retire. That gives a lot of leeway for what can happen there. There shouldn't be any clarification. If he retires IRL, he's retired. If he gets tagged and doesn't retire IRL, his agent can react in quite a few ways. There's some things that will just happen even if it doesn't in real life, and it's a risk that you take in making certain moves.

I mean, the thing there is (1) if he actually does it IRL before we close clubby’s, based on the rules he’s retired. (2) As far as how he reacts he’s said so many things. He’s said he wants to get paid, or he’ll hold out, and just the other day he tweeted he wants to be a Steeler for life. He’s a bit unpredictable, and if we go into the game know what he’ll do, it takes some of the element of that out.
Basically I am going to hold similar to what Super has built in that things a player has said IRL has an effect on how they react to certain things in the game. That’s something I feel you can’t stray from.
But there still has to be an inherent risk with any GM that wrong moves could offend players. I can’t point to any single player and say exactly what will happen.
Hence why I say you just have to take that risk. Maybe he sits out. Maybe he demands a trade. Maybe he demands more money. Basically the actions of the GM is going to determine what happens.

Relationship to Real-Life:
All retirements that happen in real-life happen in here too. So, plan according if you have a player that is possible considering retirement. If a player retires after clubhouses lock, he will be considered active for the game.
All arrests that happen in real-life happen in here too.
Any injuries that might occur over the time of the mock happens in here too. If a player on your roster has a potential career ending injury, you may try to appeal his cap hit. There are no guarantees, but there is a chance the hit could be appealed.
That’s the rule. That’s it. Deal.

The draft is going to have similar rules to the actual draft when the mock is going on:

Can tagged players be restructured? Not to go down, but if someone holds out, could you offer them a raise to end it? And would that count as a restructure or would it just be handled in the holdout thread?
Blind bidding is pointless.

Straight from the rules:
To deal with a holdout, a GM must respond in the Holdouts thread. A GM can do a few things to rectify a player holding out. They can talk a player out of it. Offer the player a new contract, or trade the player. Offering a holdout a new contract does not count as a restructure offer.

Ok people here is the deal: my goal this year is to get rid of every single player on my team. Literally EVERY. DAMN. PLAYER. You want your very own Legion of Boom? Great. Come and get it. Former MVP vote receiver Bobby Wagner? He's yours. Greatest left tackle of all time George Fant? HE'S YOURS FOR THE TAKING.
We'll start the bidding with Russell Wilson. I have absolutely no rules or preconceived notions as far as what I want for him, I just know what superstar quarterbacks are worth in this game. I am open to any permutation of this trade. I will trade him without getting a QB back for the right load of talent. I will trade him with other stuff for a better QB (though there aren't many). I will make a lateral "just for the **** of it" move if anyone with a similar QB is down. I'm just trying to **** **** up.
Oh, and come at me with offers for my FAs. I will be tagging and trading either Sheldon Richardson or Jimmy Graham depending on who I get better offers for. So come at me.

I'd still like to upgrade at pass rush, cornerback, and offensive line. I’d also like to move up in the draft from 9. I have no intention of trading down.
