This should be rephrased, because I assume you mean a minimum of 3 total. If you meant minimum of 3 each for 90's, 00's and 10's:

3+3+3 = 9
minimum = 7

Math doesn't add up and people could get confused.

HC Joe Gibbs: HOF. The only coach in history to win three Super Bowls with three different QBs, none of whom are in the HOF themselves. His variation of the Air Coryell offense combined a powerful run game with a deep passing attack. QB Randall Cunningham: 2xNFL MVP, 4xPB, 4xAP. How could I not take QB Eagles? His only flaw is that he played 2 decades too early, long before offensive coordinators figured out how to bring the best out of dual thread QBs, or 3+ decades too late, when Cunningham's evasive moves and passing prowess would have put QBs like Fran Tarkenton and Sid Luckman to shame. "The Ultimate Weapon" could outperform any QB when he was at his best, which is why he won the same number of NFL MVP awards as Joe Montana, Tom Brady, Aaron Rodgers and Steve Young. Mobile and able to throw an excellent deep ball, Cunningham is a major asset in Joe Gibbs' run heavy / deep passing offense. In a game where every defense has elite pass rushers, the ability to scramble or create confusion on rollouts and bootlegs is very beneficial. Having the only QB in this game capable of executing the zone read, is quite the advantage as well, allowing the offense to leave one edge defender unblocked on any given play.

WR
• Randy Moss: 6xPB, 4xAP1, 2000s ADT, 5x leader in receiving TDs. Arguably the most talented receiver of all time, even if he couldn't quite realize his talent with consistent performance. He is a threat to score on any given play, as displayed in the 1998 season, when combined with Randall Cunningham, the Vikings were able to break a NFL record in points scored. Ran the 40 yard dash in 4.25 seconds.
• Cliff Branch: 4xPB, 4xAP1, 2x leader in receiving TDs, 1x in receiving yards. Was an integral part of the Raiders' three Super Bowls victories in the 70s and 80s. He was the lightning fast deep threat Al Davis was desperately trying again and again to acquire from the day Branch retired. Ran the 100 yards in 9.2 seconds.
• Harold Jackson: 5xPB, 3xAP, 2x leader in receiving yards, 1x in receiving TDs. The most productive receiver of the 1970s, finishing the decade first in receptions, receiving yards and TDs. At the time of his retirement, was 2nd all-time in receiving yards. Ran the 100 yards in 9.4 seconds.
⤷Triple world class speed at the wideout position can overwhelm any defensive backfield in this game, especially those featuring slower corners from earlier decades. Joe Gibbs similarly deployed three speedy and agile receivers (Art Monky, Gary Clark, Ricky Sanders) to establish a dominant deep passing game, and this trio here is even faster and more productive.

TE
• Jason Witten: 10xPB, 4xAP, 2nd all-time in both receptions and receiving yards for TEs. One of the best tight ends of all time, maybe even the best all-around TE as both a receiver and blocker. Eagles fans know all too well what a great asset he is on offense.
• Pete Pihos: HOF, 6xPB, 5xAP1, 1940s ADT, 3x leader in receptions, 2x in receiving yards, 1x in receiving TDs. Playing all variations of the end position -- split end, tight end and defensive end -- Pihos established himself as one of the best receivers of the 50s, while also utilizing his strength to move people on offense and defense.
⤷No stranger to fearsome pass rushers, Gibbs implemented the two TE formation precisely to counter the likes of Lawrence Taylor and Reggie White. This group of TEs allows him to do exactly that, as both are great blockers as well as threats in the short to medium passing game. With 2xWR 2xTE 1xRB as the starting offense, Pihos can also be split out wide to run 3xWR 1xTE 1xRB with the same personnel.

RB
• Marion Motley: HOF, 1940s ADT, NFL ATT, #32 TSN, #74 NFL. 2xleader in rushing yards. A dominant rusher, but also an excellent all-around back. Regarded as one of the best pass blockers of all time, able to stymie any edge rusher. The combination of size, strength and speed hasn't been seen before and he cut through defenses like a knife through butter. Also possessed soft hands and was a willing lead blocker.
• Cookie Gilchrist: 1x AFL MVP, 9xAS (4xAFL, 5xCFL), AFL ATT, 2x leader in rushing yards, 4x in TDs, 1st AFL RB to rush for 1000 yards. Going straight to the pros from high school, Cookie took both the CFL and AFL by storm. Arguably a more powerful and faster runner than Jim Brown, he was highly regarded by fans and feared by defenses. Headstrong and always standing up both for his rights as both a football player and black athlete means accolades escape him to this day.
⤷Two big, strong, fast running backs for Joe Gibbs establish his famed power running game. Both are also all-around talents and two of the best pass blockers of all time.

OL
• LT Jim Tyrer: 9xPB/AS, 5xAF1, AFL ATT. Prototypical "dancing bear", Tyrer was a big man with great athleticism. The premier left tackle in all of football during the 60s, he is a major Hall of Fame snub, due to the unfortunate circumstances of his death, long before the league aknowledged or knew about CTE. (Back in his day a defender's main pass rush move was the head slap, now illegal.)
• LG Steve Wisniewski: 8xPB, 8xAP, 1990s ADT. A premier guard of the 1990s, the Wiz was an intimidating presence on the field and regarded as one of the most aggressive blockers of all time. (Some would call him "dirty".)
• C Mel Hein: HOF, NFL MVP, 4xPB, 5xAP1, 1930s ADT, NFL ATT, #96, NFL, #74 TSN. Back in the day, the biggest, most athletic players on a team played center and linebacker, and Hein is arguably the best of that bunch. The only offensive lineman in history to be voted NFL MVP. Unlike other linemen of that era, his size still compares well to today's centers, his profound understanding of the game is a great asset and his athleticism will come in handy when pulling on runs.
• RG Chris Hinton: 7xPB, 3xAP. Played most of his career as a tackle, but got drafted as a guard, made the Pro Bowl as a rookie playing LG and won his only 1st team All-Pro selection playing RG. Even said himself that his aggressiveness was better suited to playing guard, but the money was probably better at tackle. Most famous for being the player that was traded in exchange for John Elway; when Colts teammates mentioned that they would rather have had the QB, Hinton had a point by replying that the team would have had nobody to block for him. Still probably underrated for that reason, as he was one of the best offensive linemen of the 80s and 90s.
• RT Jackie Slater: HOF, 7xPB, 5xAP. Clearing the way for seven different 1,000-yard rushers, Slater is arguably the best run blocking tackle of all time.
⤷Not only one of the best lines in the game, this offense features without a doubt the most athletic and aggressive run blocking in the game -- especially when factoring in the TEs -- and is built precisely with Joe Gibbs' power running offense in mind. The line averages 7.0 Pro Bowl or All-Star selections per player -- with Hein contributing the lowest number, because the Pro Bowl was held only 4 times during his career; still he got voted in every time.

• DT Alan Page: HOF, 9xPB, 6xAP1, 1970s ADT, 1x NFL MVP, 2x DEF POY, #43 NFL, #34 TSN. One of the best defensive players of all time and the essential part of the Purple People eaters, Page was not only big and strong but also fast and quick, as well as intelligent and hardworking as evidenced by his later career as a state supreme court judge. An absolutely disruptive force, he recorded an unofficial tally of 148.5 sacks over his career.
• DT Roger Brown: 6xPB, 2xAP1. The massive Brown played at 6-5, 300 lbs. in the 60s. He was an integral member of both the original Fearsome Foursome with the Lions and the more famous one with the Rams. An outstanding pass rusher, unofficial records say he accumulated over 100 sacks in his career, including season highs of 19 in 1962, 16.5 in 1965, as well 7 sacks in a single game called the Thanksgiving Day Massacre on 11/22/62.
• DT Henry Jordan: HOF, 4xPB, 7xAP. Undersized at 6-2, 246 lbs. he played with superior technique, smarts and ferocity to constantly disrupt the plans of the offense. Won 5 NFL championships as a member of a dominant defense under Vince Lombardi.
⤷The best positional group on my team, this interior defensive line can wreak havoc on any opposing offense. Not only are the massive Page and Brown almost impossible to move in the run game, all three in rotation form a disruptive force that can blow up plays in the blink of an eye.

DE
• Richard Dent: HOF, 4xPB, 4xAP1, 1x leader in sacks. An integral part of the 1985 Bears defense, Dent won Super Bowl MVP that year. Not only one of the best pass rushers in NFL history -- his 137.5 sacks total ranks 7th all-time -- he was also a force against the run.
• Harvey Martin: 4xPB, 4xAP, 1970s ADT, 1x DEF POY. One of the best edge rushers before sacks were a statistic, his unofficial total is 114 with a season high of 23 sacks in 1971. This number would be higher than the current record set by Michael Strahan, and Martin was named NFL defensive player of the year for the effort.
• Art Still: 4xPB, 2xAP. Playing LDE, Still was a great run defender and regularly held up to double and even triple teams, as the only star on an otherwise poor front seven during the power rushing 1980s. Then again, he was also a very effective pass rusher recording an unofficial career total of 78.5 sacks, including two seasons with 14.5 sacks each. He plays instead of Martin against run heavy teams.
⤷The two starting DEs, Dent and Martin, combine for over 250 sacks, one of the highest in this game, and are able to put pressure on any passer. Together with Page and Brown, the four starters on my defensive line have recorded over 500 sacks.

LB
• OLB Jack Ham: HOF, 8xPB, 6xAP1, 1970s ADT, NFL ATT, 1x DEF POY, #47 TSN, #60 NFL. The quiet member of the Steel curtain, Ham let his play speak for itself and speak loudly it did, as he is regarded by some as the best 43 OLB of all time. Extremely agile and intelligent, Ham simply played error-free football and was a thorne in the side of opposing offenses.
• MLB Sam Huff: HOF, 5xPB, 4xAP1, 1950s ADT, #76 TSN, #93 NFL. Pioneered the MLB position when DC Tom Landry decided to let Huff stand up a few yards behind the line of scrimmage. Flying around the field, tackling both power runners and swift halfbacks, as well as expertly dropping into coverage, he ushered in the era of modern NFL defenses. Smart and a great leader for this defense.
• OLB Seth Joyner: 3xPB, 3xAP, 1x DEF POY. Underrated 43 OLB who played when the PB/AP ratings were dominated by 34 OLBs. In 1991, when the Eagles had one of the best defenses of all time, Joyner was all over the field making plays and was named defensive player of the year for the effort by Sports Illustrated. As one of the best all-around LBs of the 90s, he could cover, tackle and blitz, and recorded very impressive stats: 1056 tackles, 24 interceptions, 52 sacks (compared to e.g. Derrick Brooks: 1297/25/13.5 and Brian Urlacher:1040/22/41.5).
⤷This group can simply fly, make plays all over the field and take away an offenses' short and underneath passing game. The three LBs combine for a total of 86 interceptions, which is the highest in this game. My defensive line can play fast and loose in front of this LB group, because of their extremely high level of athleticism, smarts and tackling ability. Ham and Joyner also combine for 87 sacks, making this defense lethal on disguised blitzes.

DB
• CB Darrelle Revis: 7xPB, 5xAP1. The best cornerback in recent history. Despite all the rule changes that opened up the passing game so much so that even mediocre QBs can break historical records, Revis can still shutdown the best receivers in man-to-man coverage.
• CB Mel Renfro: HOF, 10xPB, 5xAP. An incredibly gifted athlete, he possessed both the speed and agility to blanket any receiver. A shutdown corner before the term was invented.
• NB Erich Barnes: 6xPB, 6-2 tall and possessing world class speed, he was also feared for his aggressiveness, playing in the vein of Night Train Dick Lane. This makes him an ideal candidate to play in sub packages, either as a physical nickel corner who can tackle, or in match-up against a taller WR on the outside -- in which case Renfro, who has experience playing inside DB, can cover smaller, shiftier slot receivers.
• SS Joey Browner: 6xPB, 3xAP1, 1980s ADT. One of the best safeties of the 80s, Browner was both a ferocious hitter and a ballhawk. Playing as a traditional strong safety, he was a force against the run, but could also cover RBs and TEs.
• FS Earl Thomas: 5xPB, 3xAP1. The epitome of the modern FS. Has great range to make tackles at the line of scrimmage or defend passes at the sidelines. Will very likely go down as the best safety of his decade, when all is said and done.
⤷There's a deliberate recency bias in this secondary, and a focus on athleticism for the older DBs, because let's face it -- if these all-time teams are supposed to play modern football, then most of the DBs who were great in their days simply aren't going to cut it. As for the scheme, these DBs are best suited to play Cover 1 or Cover 3, with two excellent man coverage corners on the outside, a SS who can lay down the law and a FS with range like no other -- all fitting together perfectly with the LBs who excel at defending the pass.

There's usually an "offline" rule where you haven't been on for so many hours, 48 is more than fair, you get skipped or a very short clock or something after being notified. I think we can add that and not cause any harm.

I swear when I first read the rules thread a week ago or so, there was a maximum of 7 for 90s/00s/10s players. It seems to have gotten removed, but the quote above still implies there's a max of 7. So is there a max or not?

Yes, only for the 1990s and 2000/10s decade, you need a minimum of 3 each which brings you to 6, your 7th can be from either decade
