The number of steps is irrelevant. It's based upon a referee's count of time. If you can complete 5 steps in approximately 2 seconds, it won't be called.


b. A player who receives the ball while he is progressing or upon completion of a dribble, may use a two-count rhythm in coming to a stop, passing or shooting the ball.

Oddly, it's actually pretty close to a 2 count if you just do a count of seconds out loud or tap out a steady rhythm. I can see why it wasn't called as a travel.
