I'd have to go with the Detriot Pistons. They have a bright future with the Core of Andre Drummond, Greg Monroe, they signed J-Smoove to a four year $56M contract (Overpaid maybe but He's only 27 years old), and trading Knight for Brandon Jennings.

This season they have $17M coming off the books with Charlie V/Stuckey's expiring contracts. Maybe they will dangle them at the trade deadline, or let them come of the Books for salary cap flexability?

There's a lot of "bad" teams with really bright futures in this league though.

The Magic. They're going to be the OKC of the east, except unlike OKCs cheap owner, their owner is one of the biggest spenders this past half decade. Prepare for Rob Hennigan to build a dynasty.

I'm a Magic fan so I'm going to be bias and pick the Magic. As of right now they have 2 potential all stars in Tobias Harris & Oladipo as well as other players with high celiings in Vucevic and Harkless. By the 2014 off season they'll more then likely have a top 5 pick in the 2014 draft as well as money to sign 2 max contracts (though they'll prob only sign one and keep money to resign Harris).

By 2015 They'll have a potential line up of Oladipo, Harkless, Harris, max contract player, top 5 2014 pick.

The future is bright in Orlando.

Harris is just the kind of player who can stand out on a bad team. he isnt all that good.
