They want him to have a bad year in his contract year so no one gives him a huge contract, then they can sign him to a long term contract, something like 5/$35 mil.

You clearly don't have a clue. He's not starting because hes not a good enough shooter to play sf with kobe and gasol, and hes not good enough to start at either big spots. It would be in the Lakers interest to start him to get him minutes to get his production up so his value is up so they can trade him.
