and possibly the Patriots due to their receiver situation I don't see them winning 12 + games this season more around 9-10 range which will still be enough to win the division

I'm going to say the Patriots just because of their receiver situation. Although, the Patriots underachieving is still probably good enough to win the division.

Falcons. They will still be good, the competition is just getting stronger
Donkeys. I don't think any of these teams will severely underachieve, but I see the Donkeys having trouble reaching 12 wins. They will win the division with 9 or 10 wins and Manning will choke early in the playoffs... again... If he stays healthy. Defense also isn't that great, IMO.
The Falcons are going to be contenders. Redskins and Ravens will struggle badly. I don't consider either contenders.
Packers. Ponder is going to go beast mode on the nfc north this year.

Define top team. If you mean successful in the last year, my answer is different from if you mean in the last two years, or longer, or if you mean teams that are generally successful, though maybe not in the very last season.
For now, I will just assume you meant top team as in they had a good last season. Then the answer is the Texans.
