    CBA RESTRICTIONS & BUDGET ALLOWANCES

    Under the new Collective Bargaining Agreement (CBA), each team has an allotted bonus pool equal to the sum of the values of that club's selections in the first 10 rounds of the Draft. The more picks a team has, and the earlier it picks, the larger the pool.

    The signing bonuses for a team's selections in the first 10 rounds, plus any bonus greater than $100,000 for a player taken after the 10th round, will apply toward the bonus-pool total. If a player does not sign in the first 10 rounds, his assigned value is removed from the team’s pool total.

    Any team going up to 5 percent over its allotted pool will be taxed at a 75-percent rate on the overage. A team that overspends by 5-10 percent receives a 75-percent tax plus the loss of a first-round pick. A team that goes 10-15 percent over its pool amount will be hit with a 100-percent penalty on the overage and the loss of a first- and second-round pick. Any overage of 15 percent or more results in a 100-percent tax plus the loss of first-round picks in the next two Drafts.

    It didn’t happen in the earlier rounds like he had expected, but Trevor Clifton’s dream came finally true Saturday.

    The senior right-hander from Heritage High School was selected by the Chicago Cubs in the 12th round of the Major League Baseball draft, and Clifton will not play baseball for the University of Kentucky.

    He had signed with Kentucky.

    The 6-foot-5, 185-pound Clifton said he reports to minicamp in Arizona in a week.

    “It was a dream come true,” Clifton said about being drafted. “I got the money I wanted, and playing professional is a dream.”

    Clifton didn’t disclose his asking price but said he asked for “third-round money.”

    “And that’s what I got,” he said.

    The Cubs weren’t one of Clifton’s early suitors but did become omnipresent at his starts this spring.

    Clifton finished his senior season with a 3-2 record and a 3.35 ERA in 39.2 innings. He struck out 79 batters and walked 21.

    Clifton’s biggest assets are his body frame and a right arm that can send a fastball to the plate as quickly as 97 miles per hour — though his fastballs routinely clock in the low-to-mid 90s. He also utilizes a curve and a change-up.

    Pitching in front of scouts and often wondering where he’d fall in the draft took a toll mentally on Clifton.

    “It was very stressful,” he said. “I lost sleep, just staying up and thinking about my future. It was kind of hard.”

    Those fretful nights are gone, and Clifton is looking forward to a career in the Cubs organization — and possibly pitching one day at Smokies Park, which houses the Cubs’ Class AA affiliate, the Tennessee Smokies.

    “I’m starting my career now,” he said. “I know what I’m doing in life.”
    I'm considering Clifton signed. Once completed, the first post will reflect as much.

    Jacob Hannemann

    Moved from the second post in the thread. A deal is not yet done, but there's this:

    "Once it was for sure, we got real excited," Hannemann said. "Iím excited to be a Cub. I canít wait to see how I can handle playing baseball year-round."

    The Cubs chose the BYU outfielder early in the third round of the Major League Baseball Draft. Hannemann, who is on a football scholarship for the Cougars, will forgo the rest of his college career to play pro baseball.

    The family had been hoping for a high pick, but the third round was higher than even they had guessed. Howard Hanneman, Jacobís father, estimated his son stands to make more than $700,000 by signing with the Cubs.

    "We never dreamed he would go this high," he said. "The numbers make sense. We thought it would be a tougher decision."

    That didnít mean it wasnít tough to let his coaches know heís leaving after his freshman year. After his selection, Jacob called secondary coach Nick Howell and football coach Bronco Mendenhall to let them know he would not be returning this fall as a defensive back.
