Given the fact that he was waived, I'm guessing the Canes didn't think so.
Low risk some reward, any team would be smart to claim him
He was a very highly touted prospect. He's performed in lower levels but couldn't get it together in the NHL level. He still has the skill set, not to mention a very solid defensive game and smarts.
His size will always be the issue and he hasn't adapted to that in the NHL level. If he EVER figures it out, he could be a 20G guy.

He's another Chris Bourque for the Pens. Guy who was thought to have high NHL upside, ends up getting waived, now he'll have his shot playing with one of the best in the league... If he can't put up points with Malkin, he won't put them up with anyone.
If he doesn't work out, he goes back to Carolina and plays in the ahl... No reason to not give it a try.
