Im not sure how much money you have available, but... Amsterdam. Ios. Mykonos. Madrid. Barcelona. Ibiza. Belgrade (yes, Belgrade). Budapest. But all those places are having a super cold winter too, haha.

I'd go to an all inclusive in the DR. Punta Cana. There are some very good places. Haven't been in a while because I am married and in a long term relationship but when I used to go around the Thanksgiving break there used to be girls my age.

For $1000, you might as well go on a cruise. There are some 1 week cruises out there for $1000. But not sure if you'll get one by February.
