Absolutely.
His decision making his poor. He lacks the courage to run for a first down. And, he takes foolish risks throwing into coverage.
I expect the Patriots will draft a QB, bring in one more FA and will have an open QB competition with Brady, Ryan Mallett, Mike Kafka, the FA and a draft pick. It is not a given Brady will win the competition either. Maybe Mark Sanchez?

You are seeing a new generation of QB's that are able to lead their teams to success. Brady, Manning, Rothlisberger have all had their time and now it's running out. I think they are still strong enough to compete but other teams are getting better and more competitive.
