    No the innings limit for eligibility is 50 IP's

    Matt Harvey in 2012 had 59.1 IP's

    I think he'll basically be able to air it out this year. Theoretically, I'd imagine he's on a ~205-210 innings limit, but there's no guarantee he'd get there even in a full season's worth of starts.
