Hmmmmm.........
He can be, but he hasn't proven to be. He has the skill and talent to be, but he's not quite there yet. Just my opinion.
If he plays the way he's playing now for the rest of the year, then yes, I think he can be thought of as the best C in the league.

Cousins is playing at the top of his game. If he keeps playing like this he will be on the 2014 All Star team.
