Not including the allotted three DL slots, rosters may not exceed 23 players during the off-season. Before an owner conducts an off-season trade, they must reduce their roster to 23 players. DL slots are not available for use during the off-season.

• Players removed from rosters during the off-season will not be eligible via waiver claim or free agency during the off-season.
  
• Players removed from rosters during the off-season will immediately be considered eligible for the 2013 draft and may not be obtained by any team until the draft.
  
• Trades may not result in rosters exceeding 23 players.
  
• If a trade involves a disproportionate exchange of players, then additional roster space must be cleared to accommodate any players being received in excess of the roster cap.
  
• In the event of a disproportionate exchange of players, trades will not be approved until owners stipulate the player(s) being dropped.
  
• If an owner does not conduct any trades, they do not need to reduce their roster size until declaring keepers at the keeper deadline.

The below lists owners and rosters as currently constructed, along with keeper costs and notations of whether a player is an amnesty keeper or was undrafted.
