Ok so maybe I'd move the braves up a spot if they played in Oakland, still wouldn't pick the Jays over the A's no matter where either of them play though. Parker is going to be an ace and they have a bunch of high ceiling guys who may turn into #2's as soon as this year. And Brett Anderson is very good and if he comes back completely healthy, watch out.
Nobody on the A's has a realistic chance of being a #2 besides Anderson and Parker. Griffins likely a #3 and same with Straily, but I wouldn't say their rotation is awesome. Their park helps a lot, looking at their peripherals you'll realize that.
It's not just the Jays who are better than the A's going into 2013. You also had the A's ahead of the Dodgers, Phillies, Braves, Reds, Cardinals, and Rays. That's your prerogative but I'm just saying it's no less ridiculous to have the Yankees in the top 5 than it is to put the A's there. (Neither should be top 5 imo)

Their peripherals improved as the season went on as the youngsters got more confident. In the 2nd half they were 8th in baseball(much improved from the 1st half of 24th) in xFIP-, which is league and park adjusted. I agree it's a bit early to start calling them 4th best, but I think you might be selling them a bit short.

If Romero returns to his old self and the rest of the rotation stays healthy, the Jays run away with it. Big if though.
