For 2013 I'd be much happier with having him as a 4th or 5th, which the Nationals correctly did.
Personally I'd go with the Nats.
Although, theoretically the Dodgers, Giants, Phillies, Blue Jays, or Tigers could be at the top without surprising many people.

Nationals are my #1 right now. A full year of Stras, along with Gio, Zim, Haren, and Detwiler...this is the best rotation in the MLB if I had to choose right now.
Blue Jays have potential to be the best, but their are some question marks. I actually think that Dickey is not the big question mark though.
Giants and Phillies are still up there, and the Dodgers are up there as well. So are the Tigers.
Rays are always solid as well.
Maybe the most underrated rotation might be the White Sox IMO.
I'll also be keeping my eye on the Reds rotation with Chapman.

Haren is a pretty solid #3, but he's gonna be more like a 4 anyways for the Nats, which is even better

Why is Buehrle being talked about as a number 3? He's likely the "fifth" starter next year. The Jays can throw out 3 potential number ones in Morrow,Dickey and Johnson. Morrow especially, I don't think people realize how good he can be. I smell cy young votes next year. Not to mention Romero who could easily return to form. That's not wishful thinking either, Ricky is a legit pitcher and more importantly, despite his struggles last year, it wasn't because he lost any velocity. Haren continues losing velocity, which is a scary sign. I'd like him in my rotation but I wouldn't bank on him.
I like the Jays, Tigers, Nats and Dodgers rotations above the rest. I think there's a second tier with the Giants, Rays, Reds, and maybe the Yankees and D'Backs.
