Felton can shoot way better over the screen than Rondo can, and Woodson has already said he tells Ray to shoot whenever they go under the screen and give him 5 feet of space. If Ray doesn't take a 15 footer wide open I would venture to say, more often than not, we don't end up with a better shot or a cleaner look just because he decided to pass it up.
People act like if you pass that shot up your guaranteed to find a better one just because you passed it up. You could end up with a deeper shot, a more contested shot, a turnover etc... Its not like him shooting is taking the rest of the squad out of their game. Everyone is getting looks. Ray hitting that shot completely opens up our offense for everyone to thrive.

Even last game, while Felton sucked, there were posts in the game thread bashing him after the ball moved and went right back to Felton. Specifically, Kidd tried to entry pass to Melo on the elbow, he was fronted and they couldn't get him the ball, he swung it back to Felton with 8 seconds on the shotclock behind the 3 point line. At that point the defense is completely matched up on their respective men and nobody is open, so hes forced to try to make a move before the shot clock goes off. He drives to the lane and gets stripped. Everyone goes OMG FELTON PASS THE BALL.
It's like are you guys even watching the possession unfold or just the end result?
