Washington Nationals? Aren't they in the "East"?
In the "AL East", I'd go with the Toronto Blue Jays...
Yanks/Sox are aging;
Rays do well with the budget they have;
O's I consider to be a 1 year fluke until they show otherwise;
Each of the teams in the AL East has it's flaws, but I think that the Blue Jays are the most complete team right now. I think that the Yankees are a close second but I don't think their rotation holds up as well as the Jays.
The Rays clearly have the best rotation in the division (although I don't think the gap is as wide as I'm sure most people believe it to be) but with no offense in a division with 4 very good offensive teams, I just think they'll be fighting for the second wild card spot, not the lead in the division.
There is a similar conversation going on right now in the Josh Hamilton Offer from the Orioles thread. I think the AL East is about as even as it has ever been. It is going to be very exciting again this year.

This poll should be better after December.
I vote for the Rays. They were missing their MVP for half the season and still put up 90 wins. Then when you look at their Pythagorean you see that it was 96-66 so they actually played better than that record indicates. I figure Jennings slides over and doesn't miss a beat in replacing Upton and I expect Moore to take a huge jump forward this year making that rotation even better.
Tampa, New York, or Toronto.
Since it's far too early, and the rosters are too incomplete, I'll just be a homer and say the Rays.
Rays,Jays,Yanks,O's....................... Red Sox. It's early and things are bound to change but right now this.
I think the Nationals btw, could be the best team on paper next season (fwiw)
Toss up at this point, see how things come together, but I'd say the Yankees are still on top, marginally better than Tampa and Toronto.
