I could swear that the tipped ball thing is reviewable because it happens technically before the penalty. Most other, if not all, aren't tho. I would think that the situation in our game should be, because the ball passes the line which means the penalty shouldn't have been called, I dunno, more stuff for the competition committee.
I understand the whole "can't review a judgement call" thing. What bothers me in this case is that the replay would not effect judgement. It would show where the ball landed which isn't a "judgement call". It's a "fact". Pretty black and white. Did the ball land at the 17 yard line or further or not. The NFL has flubbed at least 2 teams in important situations in two weeks. Lions last week and now the Niners.
There's no reason why we don't take a shot down the field at least once a game to Moss. He still has the speed. I personally feel that Moss could be higher in your list if given the chance. I think he still has good hands, saved CK an INT last week.
Then again, I've been complaining that we haven't given our play makers enough opportunities all season. Too much gimmicky stuff. Seriously, how does VD only have 2 catches for 15 yards in 2 weeks? I blame Roman.

I definitely put all of that on Roman.
Personally, I don't blame Ginn for not falling on the ball. It seemed like it took a bad bounce towards the sideline once Ginn got close. Like it was heading towards the endzone, then at the last second, right turn Clyde and went towards the sideline. If anything, it seemed like it would have been easier to just kick it out of the back of the endzone or the sideline.
I'm not overly blaming Ginn, I think he had the smallest part in it - but it did appear to me that right before Jenkins () got the ball Ginn could have just fell on it and given himself a better chance to keep the ball.
Again, to me biggest fail was on Roman/Harbs for letting that stupidplay be called into Kaep.
