Without HGH or Steroids? Absolutely. Most people would encourage you to stay away from them. I'm assuming you meant 25% bodyfat (not bodyweight)? From that position you could go a few different ways.
IMO, the best path would to be add some strength and muscle now. Using a clean diet, you'll even add a little weight possibly. Then after a few months, go on a diet and change your routine to cut the fat. This will show off some of the new muscular gains (and old muscle you already had) and give you more confidence when you and the people around you take notice. Then you can try to maintain your more lean physique, or bulk (or clean bulk) again and cut fat again after that.
