Not really. He is playing lights out, but he is the #2 CB on the Bears behind Tillman, they are getting great pressure up front, and also run a form of the Cover 2. Good for him that he is turning his career around after being horrid here, but IMO he wouldn't be much more effective as a faster Powers being a #1 CB in our scheme. I think if Powers can get and stay healthy we will see him have maybe not as much success as Jennings' year, but he will be a great addition to a cover 2 team.
Granted the Bears run a much more effective and aggressive version of the Cover 2 than we ever ran, but he still almost every play has help over the top allowing him to jump routes and be more aggressive which obviously he is much better suited to do than standing back and playing "don't let them behind me" D....I'm not trying to diminish the incredible year that Jennings is having but when you can jump routes with safety help over the top, your line up front gets good pressure, and you have a turnover machine D MVP candidate across the field at the other CB spot a guys job is a lot easier to do.
