    Because it breaks the spirit of competitiveness and really skews the balance of the league up in general if it goes unchecked. It's just lame.

    Yeah it can. It's not always cut and dry but back to back seasons is a pretty clear sign. Historically the committee has been very conservative with doling out sanctions for this kind of thing. How active are you, what kind of moves did you make, what other obvious moves were there that you didn't make... you take it all together and there's a clear pictures sometimes.
