Packers had to decide by next Wednesday whether to activate him or not.

I guess if Jordy Nelson didn't play, then they could have played Zombo? That's the only thing I could come up with.

I would agree with you. Just an insurance for this game. I think McMillian was also questionable. If both couldn´t played today, he would have played and the Packers would have had enough players.
