He can be signed outright cuz hes out of High School theres, hes not a pro yet.
i think that if he does sign with an mlb team it might set a president where other high school players and college grads in japan sign with US teams because they can always go back.
i haven't herd any news on him, i hope he signs with us soon. apparently if he does sign with us he can't enter the NPB draft for at least 3 years, so this is a very big decision.

Otani is expected to make his decision on Oct 22. Let's hope we can get this thing done. Would be great to watch Otani, Urias, Munoz, Lee, Stripling, and Onelkis Garcia move through the system.
