Well one thing about that is you cannot teach velocity. You have it or you don't. I'd love to get a shot at someone who can develop. This is the type of signing I look forward to regardless of time frame to develop. Trade for a rebound candidate like Masterson and build slowly. Don't overspend and be stuck with another Drew, Lackey etcetera.
This is the way to do it, sign them before the NPB ruins them. It worked with Tazawa. But whatever his velocity is in Japan, you can take 2-3 mph off of it. They use a smaller, denser ball with better grip that travels faster.
DiceK was 26. DiceK was able to throw pretty hard his first couple years as well, his velocity dropped a lot over the years. This has nothing to do with DiceK anyways. If this kid comes to the US he can only get a bonus at around $2M at most. He would go to the low minors. It's like signing a first round pick out of the draft.
