    Free Agency Rules and Notes

    Restricted Free Agency

Restricted free agents can accept an offer from another team by signing an offer sheet. The team who owns the rights to this player has 48 hours to match (scaled down from 72 hours under the real CBA) or the player joins the team for which he signed an offer sheet.

Restricted free agents count against your cap via qualifying offer until they are signed by another team.

    Bird Rights

The maximum annual increases for players whose bird rights you have is 7.5%.

The maximum length of a contract for players whose bird rights you have is 5 years.

    Non Bird Rights

If you are just pursuing an unrestricted free agent, for whom you have no bird rights, the maximum annual increases you can offer on the contract for that player is 4.5%.

The maximum length on the contract you can offer for such a player is 4 years.

    Exceptions

The base salary for the mid-level exception is a very easy $5,000,000. The max annual increases for this amount is 4.5%.

If you are more than $5,000,000 under the cap before free agency begins, you do not have the 5M MLE at your disposal and may only use your cap space.

If you are less than $5,000,000 under the cap, you can use the cap space you have AND the full 5M MLE, but you may NOT combine them in a contractual offer to a free agent.

For those who start officially under the cap (5M+), you have a $2,500,000 mid-level exception at your disposal once you have used all of your cap space. The max annual increases for this base salary is 3%.

The Bi-Annual Exception is available only to those who start officially over the cap (this applies to any team less than 5M under the cap). The BAE starts at $2,500,000 with max increases of 3%. You may not combine the MLE and the BAE.

To reiterate, the MLE and the BAE is not available to teams officially under the cap (5M+). But once teams under the cap have used all of their cap space, they have a mini-MLE (2.5M) at their disposal. And they can still offer as many vets minimum contracts as necessary to fill out their roster.
