This might help. An example of how the system works.
Year - Soft - Luxury - Budget
2000 - 2001 Cap - 35.5m - 53.25m - 71.0m
2001 - 2002 Cap - 42.5m - 63.75m - 85.0m
2002 - 2003 Cap - 40.3m - 60.45m - 80.6m
2003 - 2004 Cap - 43.8m - 65.70m - 87.6m
2004 - 2005 Cap - 43.9m - 65.85m - 87.8m
2005 - 2006 Cap - 49.5m - 74.25m - 99.0m
2006 - 2007 Cap - 53.1m - 79.65m - 106.2m
2007 - 2008 Cap - 55.6m - 83.40m - 111.2m
2008 - 2009 Cap - 58.7m - 88.05m - 117.4m
2009 - 2010 Cap - 57.7m - 86.55m - 115.4m
2010 - 2011 Cap - 58.0m - 87.00m - 116.0m
(A= Team Cap # | B= Luxury Threshold | C= Budget | D= Taxable Cap | E= Luxury Spend)
If your team salary is over luxury threshold:
1. A - B = D
2. D x 2 = E
3. C - B - E = Your profit total
If your team salary is not over the luxury threshold:
1. C - A = Your profit total
**Please do not mistake the "budget" for the Cap # you have to stay under to still remain profitable**
For example, in 2000-2001 if your cap # is any more than $62,125,000 you will not profit (unless you receive rewards).
How to figure cap # each year in order to be profitable (using 2000-2001 as example):
1. $71m (budget) - $53.25m (luxury threshold) = $17.75m
2. $17.75m / 2 = $8.875m (do this b/c every $1 over luxury threshold counts as $2 after taxes)
3. $8.875 + $53.25m = $62.125
Basically find the number half way between luxury and budget and that is the cap figure you need to be at or under every year to be profitable.

Im going to copy what i wrote to ZB just in case some of you dont understand
I tried to make this as simple as possible, if you have any questions please ask.the Soft cap, which we have always had, which used to be 60 is 35.5
the luxury cap is 53.25, anything over this you pay dollar for dollar BUT if you dont' go over the Budget which is 71m, you obtain cash for staying under that budget.
so basically, if your cap figure is $62-$63 mil which is 8.9 over the cap, you wont get extra cash.
This budget thing is the dumbest **** ever
quit crying. once everyone learns it it's actually easier than box score claims (less work involved). I'll VM you with your budget in a minute as an example.
