Rules:
General:
*Just like the real offseason, you are the GM (or assistant GM or Co-GM) of the team that you have taken on.
*You will be able to trade your players, build your 2012 draft along with trading your draft picks if you see fit, sign other teams restricted free agents, and signing unrestricted free agents.
*We will be working with a cap of 64 million dollars.
*You will have control of every player in your organization
*We will be using nhlnumbers.com and the cap number. Specific no trade clauses can be found in capgeek.com.
*rookie minimum is $850,000
*free agent minimum is $600,000
*your NHL Roster size must be AT LEAST 20 players; 4 LW, 4 C, 4 RW, 6 D, 2 G
*your top prospect list and prospect rankings can be found on www.hockeysfuture.com
*retirements are as of 6/21.
*all rosters and coaches are as of 6/21.
*To Hire/Fire coaches post in the thread titled "Coach hiring/firing" you must fire your coach before attempting to hire a new one so be careful.
Free Agency:
* All re-signings are as of 6/21.
* After a certain period teams can start offering contracts to RFA's who have not resigned
* Each time is only allowed 1 re-signing offer per UFA (counter offers proposed by the player will not count as an offer) and 2 per RFA, so be wise when offering contracts. Use strategy.
* Teams that have RFA's can match the offer, if they decide not to match the offer they will receive compensation from the players new team
* Each team will have a maximum of 3 offers per player in Free Agency
* Any ridiculous offer will be looked at closely. I will fairly judge whether the offered contract is realistic or unrealistic.
* All free agent signings will be decided on by me, shaiza90, to keep it consistent. My FA signings will be determined by BranWingss.
Trades:
* When you complete a trade you will post it in the trade forum, there will be a thread in there that shows the correct format.
* When you make a trade the players salary is transferred to the new team, and the team that traded him is shed entirely of that salary
* Trades must be approved by the trade committee
* You can trade the rights to RFA's/UFA's but do so at your own risk. Note: UFA's rights do not get traded for very valuable pieces, it will be decided by the TC whether or not it is a reasonable price. 2nd and 3rd Round picks will be very handy if you look to this method.
* If you sign an UFA or RFA you cannot trade them UNLESS signing is specified as a sign and trade with a list of potential teams
* You can trade picks from the first 3 rounds of the 2012 draft, check the draft pick list to see what picks your team still has. I will update this ASAP.
* No More than 3 NHL players PER TEAM may be moved in a single deal. Exceptions can be made based on the technicality and complexity of the deal.
* There will be a capped amount of $15M PER TEAM being swapped to each side. There should be no need to trade any more salary than that with the player limit. NOTE: Do not try to circumvent this by making two trades with the same team, the second trade will be immediately vetoed if dubbed so (determined by the TC).
* No More than 3 Teams may be allowed in a trade at once.
* You cannot complete a trade that puts you more than 10% over the indicated Salary Cap.
* Chemistry WILL be a factor in voting so do not completely dismantle your team, it'll do more harm than good.
* A Player CANNOT be traded more than once in the offseason. However, If a team wishes to move a player for a second time, they and the team receiving the player may bring up an argument to the commissioner, who will determine whether or not it may be processed. This will give some leeway to those rare occurrences when players ARE actually traded twice.
NTC - player cannot be traded without his consent; consent not required for waivers for assignment to minors.
NMC - player cannot be traded, waived for a claim by another team, or assigned to the minors without his consent. [This does not protect the player from a buyout.
*see capgeek for players with no-trades and no-moves
Waiver Rules:
*When sending down a player with 250 or more career NHL games you will be assessed a penalty equal to 50% of the player's cap number.
*No player received in a trade is eligible to be sent to the AHL through waivers
*No player making over $6M can be sent down through waivers
*Maximum of 3 waivers per team
Buyout Rules:
*salary <2 million = 50% of their cap hit still effects cap
*salary between 2-4 million = 50% + a prospect rated 5.5A, 6.0A/B/C, 6.5A/B/C, 7.0A/B/C/D becomes an FA
*salary 4+ million = 50% + a prospect rated 7.0C+ becomes an FA
Clubhouses:
* You must have a clubhouse posted before the mock can start
* You must keep an updated clubhouse (This is critical. I'm losing patience for those who do not update their clubhouses. ALL TRANSACTIONS MUST BE RECORDED).
* If at the end of the mock your clubhouse is not updated, then you will be DQ'd
* If at the end of the mock you are over the cap, you are DQ'd
Ways to "WIN"
The main purpose of the game is to have fun, but competition is competition. There are three ways to win in a Mock.
-Stanley Cup Champions
-Best Future Team
-Best GM
There are still good reasons to be a seller. You could win with best future.
Finally, ask questions! Just because it's not listed in the rules thread, it doesn't mean it's not against the rules. Ask me anything that you are not sure of and I'll be happy to answer it. I'm human. I may have missed a couple of things.
Good luck!

-For all prospect movements you post 2 guys for each spot and the team receiving the compensation can select one. If your team is out of 7.0 prospects and are forced to deal a prospect over 7.5 then that situation will be reviewed by me.
The picks will be the higher one that you own, unless its a lottery pick in which case it will be discretionary.*Sign a player for >1 million- No compensation
*Sign a player for beteween 1 and 1.99 million - a 2nd Round Pick in 2011
*Sign a player for between 2 and 3.99 - a prospect rated 7.0 or higher + A 2nd round pick in 2011
*Sign a player for between 4 and 4.99 - a prospect rated 7.0 or higher + A 1st round pick in 2011
*Sign a player for between 5 and 5.99 - a prospect rated 7.0 or higher + a prospect rated 6.0 or higher + A 1st round pick in 2012
*Sign a player for between 6 and 6.99 - 2 prospects rated 7.0 or higher + A 1st round pick in 2011 + A 2nd round pick in 2012
*Sign a player for 7+ - 2 Prospects rated 7.5 or Higher + 1 Prospect rated 7.0 or Higher + A 1st round pick in 2012 + A 2nd round pick in 2012

When's the GM list going up?
I was gonna wait until Joe gets back but that seems a little bit out of reach now. I'm juggling the list as I type.

I'm going for "Best GM". There's pretty much three ways to win. SC, Best Future, and that. Kind of seems like the hardest. If I have Edmonton, I'm off to a big lead based on the likes of Hall, 1st overall, RNH, Eberle, Paajarvi, and so on. Teams have won the cup while downgrading. They seriously got worse.
I'm looking to grab one of the teams that I listed, and contend for a late playoff spot, while keeping my system in tool. I've done this the last two times, and I believe I finished 9th both times. I've always had a small market team (Nashville - my first game... I **** the bed, Florida, and Phoenix). This time, I'm looking for a bigger market, like the teams I listed.
GM List going to be up tonight? I'm actually excited.
Some of you will NOT get the team you requested for. Don't kill me.
The list will probably be up tonight. I gotta drive home now from work.
Until then, let's hear some of your expectations and goals.

Goal number one: Less than 5 spelling errors in all comments during the duration of the NHL Offseason Mock.
Goal number two: TBA
I had Montreal, Anaheim, Columbus, and the Minnesota Wild as my picks.
My goal for Montreal, should I get them, is to raise the organization back into prominence. I know a lot of people hate the Habs but they have a lot of good young pieces and an exceptional core to build around. They are my first choice and I am hoping for them haha.
With Columbus I wanted to run the Nash sweepstakes and see if I couldn't put together a solid team with a great future and maybe, just maybe some playoff aspirations.
With Anaheim and Minnesota I am looking to add depth pieces to both organizations and help them reach the playoffs, something that is long overdue for the both of them.
You thought this was a Democracy?
B***H Please...
Looking forward to being an active player and learning as I go. Don't care what team I get...I'll just do the best with what I get. Hopefully, I'm able to put up a good showing for my first year and learn a few tricks from some of the more experienced players...I've done other fantasy games, just never a mock offseason on PSD...I think it should be fun.
PS-Thanks PapaPilo00, now I had to check 3 times for spelling errors.
