Right now I think Skoak feels like he's got a lot to prove, especially if Carp continues to impress again. Right now Carp has the 1B job until he loses it, so Smoak needs to REALLY impress to try and take it back. My hope is that Carp keeps raking, stays healthy, and is in contention for a starting gig next spring. Similarly I hope Brodie is right and Smoak re-learns how to hit and gets that dog at the end of his chain mentality, so that next spring he can push to get 1B back, and Carp can have LF. If they are both hitting close to their potential, that's where I want them playing on the field... with Saunders in center, and Guti traded.

Franklin is swinging and missing a lot, but still taking walks. Hopefully he cut's the K's down and maintains the BB
Hultzen has been pretty bad of late wouldn't surprise me to see them wait until next season but they will wait until part way through the season to promote him to save service time unless they do with him what they did with Pineda.
Maybe he is fatigued?
They skipped a start on Hultzen. Mixed with his performance, I don't expect him at all anymore.
It'll just make next season that much more of a treat.

I think he will get a spot out of ST. They can't worry too much about service time, we need to put our best 25 out there.

Does he get an extra year if he doesn't come up until a certain point? I mean, if he is ready, we should bring him up and try to win some games.

So if you bring them up after a certain point you get an extra year of service time.

Oh yeah. In that case maybe you wait. Unless there is a major hole in the rotation for some reason. I wanna at least be competitive to some extent.
To be fair, Ruffin sucked for the first three months and then kind of turned things around. He's been a lot better lately, albeit still with room to improve. June 23rd was kind of the day he started his second half...
Before (37 1/3 IP): 9.16 ERA, 1.88 WHIP, 6.27 BB/9 and 7.71 K/9
After (21 1/3 IP): 2.53 ERA, 1.31 WHIP, 1.69 BB/9 and 4.64 K/9
Obviously the one downgrade was his strikeouts, but everything else getting massively better is worth the trade off.

The more I look at SP Anthony Fernandez, the more I like him. Cruised through High Desert with a nice ERA, a low HR rate, which is mostly due to a great GB/FB ratio. Doesn't walk too many guys, good WHIP. Goes to AA and does even better... I like the way he's doing things.
